860.01 OPERATION PROHIBITED; DECLARATION OF NUISANCE.

   No person shall use or operate any motor vehicle racing track or speed testing course, or participate in the operation of the same, in the City. Such operation is hereby declared to be and to constitute a public nuisance by reason and because of danger, noise, dust, confusion, inconvenience and needless congestion of traffic incidental to and associated with the use and operation of such tracks and courses, which are hereby found and determined to be detrimental and injurious to the public health, peace, safety and general welfare of the residents of the City.

860.02 VIOLATIONS.

   Any act done or performed in violation of any of the provisions of Section 860.01 after an arrest for a violation of such section shall constitute a new and separate offense punishable as provided in Section 860.99.
