618.01 DOGS AND OTHER ANIMALS RUNNING AT LARGE.
   (a)   No person, who is the owner or keeper of horses, mules, cattle, sheep, goats, swine, or poultry, shall permit them to run at large in the public road, highway, street, lane, or alley, or upon unenclosed land, or cause such animals to be herded, kept, or detained for the purpose of grazing on premises other than those owned or lawfully occupied by the owner or keeper of such animals.

   (b)   No owner, keeper or harborer of any dog shall permit such dog to run at large within the City, unless the premises where such dog is owned, harbored or kept are owned by the owner of such dog. For the purpose of this section, "running at large" means the entry of any such dog upon the streets, grounds or private property of anyone other than the owner of the dog. However, the owner or person harboring or in charge or control of any dog may allow such dog to go onto or remain upon any public street or public ground if leashed so as to prevent such dog from entering any private property, or chasing or attacking any person, animal or vehicle.
   (c)   The provisions of this section do not prevent a person owning or harboring a dog from running such dog during the hunting season upon vacant property which is more than 500 feet from any lot or parcel of land which contains an improved dwelling or residence.

   (d)   The running at large of any such animal in or upon any of the places mentioned in this section is prima-facie evidence that it is running at large in violation of this section.

   (e)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
