242.01 CLASSIFICATION PLAN.
   (a)   Classification of Positions. All positions in the Police Division and the Fire Division shall be classified in accordance with Rule VII of the Civil Service Commission rules and regulations, which states "Appointments to all positions in the classified service that are not filled by promotion, transfer or reduction, as provided by the civil service laws and the rules of the Commission, shall be made only from those persons whose names are certified to the appointing authority in accordance with the civil service laws and the rules of the Commission."
   (b)   Initial Placements Under the Compensation Plan. The appointing authority of the department in which the position in the classified service is to be filled, shall notify the Civil Service Commission of the fact, and the Commission shall, except as provided for in Ohio R.C. 124.30 and 124.32, certify to the appointing authority thereof the names and addresses of the three candidates standing highest on the eligible list for the class or grade to which such position is classified. If an eligible list becomes exhausted, through inadvertence or otherwise, and until a new list can be created, or when no eligible list for such position exists, names may be certified from eligible lists which the Commission determines to be the most appropriate for the group or class in which the position to be filled is classified.
   (c)   Preparation and Content of Class Specifications. Class specifications shall be prepared and maintained, under the direction of the Mayor, for all classified positions, and when the positions of the class are under civil service, they shall be approved by the Civil Service Commission. These specifications shall define the duties of all positions and the desirable qualifications for successful performance of such duties.
   (d)   Adoption of Classification Plan. Classes of positions as set forth in Section 242.04 are hereby adopted and shall constitute the classification plan on the basis of which such positions shall be classified.
