No animal afflicted with a contagious or infectious disease shall be allowed to run at large or be exposed in any public place within the town, whereby the health of people or the animal may be affected, and nor shall the diseased animal be shipped or removed from the premises of the owner thereof except under the supervision of the Town Marshal or his or her deputies, or for the purpose of transporting the animal directly to obtain veterinary assistance.
