The procedures to be used by the city to levy special assessments for public improvements shall be those procedures set forth in M.S.Ch. 429, as may be hereafter amended. The City Council shall adopt by resolution those policies it deems necessary for the imposition of special assessments, which policies shall in all cases conform with all applicable requirements of M.S. Ch. 429.
