Subd. 1. Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
A. CENTRAL BUSINESS DISTRICT. The area of the city, as defined in City Code, § 11.42, Subd. 2, Subpar. C, except the following described parcel: beginning at the northwest corner of Lot 13, Block 33 of the Original Village of Austin, Minnesota; thence north along the west line of Lot 13 extended northerly a distance of 50 feet; thence easterly on a line parallel to the north line of Lot 13, a distance of 150 feet to a point that intersects the west line of Lot 10 of the Block 13 extended northerly; thence northerly on the extension of the west line of Lot 10 until it intersects the south bank of the Cedar River; thence northwesterly along the south bank of the Cedar River until it intersects the north line of Block 9, Morgans Addition to the City of Austin, extended easterly to the west bank of the Cedar River; thence westerly along the extension of the north line of Lot 9 to the centerline of Main Street North; thence southerly along the centerline of Main Street North to a point that intersects the north line of Block 33 extended westerly thence easterly on the north line of Block 33 to the point of beginning.
B. ROLLER SKATES. A shoe with wheels attached or a device with wheels which is designed to be attached to a shoe.
C. SKATEBOARD. A wheeled, self-propelled device designed to transport a rider in a standing position, which device is not otherwise secured to a rider’s feet or shoes.
Subd. 2. Use of skateboards. It is unlawful for any person to ride a skateboard on any public sidewalk, on any public street, on any public parking lot or in any public or private parking structure situated in the central business district.
Subd. 3. Use of roller skates. It is unlawful for any person to use roller skates on any public sidewalk on Main Street in the central business district.
Subd. 4. Regulations relating to use of roller skates on streets or public rights-of-way.
A. It is unlawful for any person using roller skates upon a roadway to fail to ride as near to the right side of the roadway as practicable exercising due care when passing a standing vehicle or proceeding in the same direction.
B. It is unlawful for any person using roller skates on a roadway to skate abreast, but shall skate one behind the other in single file.
C. It unlawful for any person operating on roller skates to attach himself or herself to any other moving vehicle.
D. It is unlawful for any person to use roller skates on a roadway after sundown unless that person is wearing reflectorized objects or clothing, both in front and back, so as to reveal the person’s presence on the roadway.
E. It is unlawful for any person using roller skates upon a roadway to fail to obey traffic control signals or devices.
