§ 4.30 INTERNATIONAL PROPERTY MAINTENANCE CODE.
   Subd. 1.   The International Property Maintenance Code (IPMC), 2015 Edition, published by the International Code Council, Inc., is adopted by reference, subject to the changes set forth below.
   Subd. 2. For the purposes of this Section IPMC is amended as follows:
      A.   Section 101.1: Insert the name "City of Austin."
      B.   Section 102.3: In the first sentence, delete the terms: “International Building Code, International Plumbing Code, International Fuel Gas Code, International Mechanical Code...” and replace with “Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.” And, in the second sentence delete the term “International Zoning Code” and insert “Austin Zoning Code,” as defined by Austin Ordinance Chapter 11.
      C.   Section 102.7: Revise the paragraph as follows: "The codes and standards referenced in this code shall be those that are listed in the Minnesota State Building Code and considered part of the requirements of this code to the prescribed extent of each such reference. Where differences occur between provisions of this code and the Minnesota State Building Code, the Minnesota Building Code shall apply.
      D.   Section 103: Delete sections 103.1, 103.2, 103.3, and 103.5 in their entirety.
      E.   Section 106.2: Delete the term “Section 107” and insert "Section 1.98 or Section 1.99 of the Austin City Code.”
      F.   Section 106.3: Delete the term “Section 107” and insert “Section 1.98 or Section 1.99 of the Austin City Code.”
      E.   Section 106.4: Delete in its entirety.
      F.   Section 107: Delete in its entirety. Refer to Austin City Code Section 1.98 for notice of violation requirements.
      G.   Section 110.2: Delete the term “Section 107” and insert the term “Section 1.98 or Section 1.99 of the Austin City Code.”
      H.   Section 110.4: Delete in its entirety.
      I.   Section 111: Delete in its entirety. Refer to Austin City Ordinance Section 2.03 for Administrative Appeal.
      J.   Section 112: Delete in its entirety.
      K.   Section 201.3: Delete the terms “International Building Code, International Fire Code, International Zoning Code. . .” and insert “Minnesota State Building Code, as defined in Minnesota Rule 1300.0020, Minnesota State Fire Code, as defined in Minnesota Rules Chapter 7511, and the Austin Zoning Code, as defined by Austin Ordinance Chapter 11.”
      L.   Section 202: Amend as follows "Code Official. The official who is charged with the administration and enforcement of this code, or any duly authorized representative. For the purposes of this Code, the Code Official shall be the Building Official of the City of Austin.”
      M.   Section 302.4: Delete in its entirely.
      N.   Section 303: Delete in its entirety.
      O.   Section 304.6: Amend by deleting the entire provision and inserting the following language: “Exterior Walls. All exterior walls shall be free from holes, breaks, loose or rotting materials; and maintained weatherproof and properly surface coated where required to prevent deterioration. Without limiting the generality of this section, a protective surface of a building shall be deemed to be out of repair if: a) The protective surface is paint which is blistered or peeling to an extent of more than twenty-five percent (25%) of the area of any plane or wall or other area including window trim, cornice members, porch railings and other such areas; b) More than twenty-five percent (25%) of the finish coat of a stucco wall is worn through or chipped away.”
      P.   Section 304.14: Amend by inserting the following dates “May 1” and “October 1.”
      Q.   Section 304.18.1: Delete in its entirety.
      R.   Section 304.18.2: Delete in its entirety.
      S.   Section 304.18.3: Delete in its entirety.
      T.   Section 305.1.1: Omit "International Building Code or the International Existing building Code" and insert "Minnesota State Building Code.”
      U.   Section 306.1.1: Omit "International Building Code or the International Existing building Code" and insert "Minnesota State Building Code."
      V.   Section 307.1: Insert "existing" at the start of the second sentence before the word handrails. Add the following after the exceptions "Any new guardrail or handrail added shall be installed to meet the requirements in the current Minnesota State Building Code.
      W.   Section 308: Delete in its entirety.
      X.   Section 309: Delete sections 309.3, 309.4, 309.5 and the exception in their entirety.
      Y.   Section 401.3: Delete the term "International Building Code" and insert the term “Minnesota State Building Code, as defined in Minnesota Rule 300.0020.”
      Z.   Section 403.5: Delete the Exception.
      AA.   Section 404.1: Omit “hotel units.”
      BB.   Section 404.5: Delete in its entirety.
      CC.   Section 502.4: Delete sections 502.3, 502.4, 502.4.1 and 502.5 in their entirety.
      DD.   Section 503: Delete sections 503.3 the exception in their entirety.
      EE.   Section 505.1: Delete the term "International Plumbing Code" and insert the term “Minnesota State Plumbing Code, as set forth in Minnesota Rules Chapter 4715."
      FF.   Section 505.2: Omit “Shampoo basin faucets, janitor sink faucets and other . . .”
      GG.   Section 506: Delete Section 506.3 in its entirety.
      HH.   Section 602.2: Omit, “for the locality indicated in Appendix D of the International Plumbing Code.”
      II.   Section 602.3: Add [Dates], October 15 to April 15. Omit exceptions in their entirety.
      JJ.   Section 602.4: Omit in its entirety.
      KK.   Section 603.2: Delete with exception in their entirety.
      LL.   Section 604.3.1.1: Amend by deleting the term “International Building Code” in the first sentence and insert “State Electrical Code, as set forth in Minnesota Rule 1315.0200 and Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.”
      MM.   Section 606: Delete in its entirety.
      NN.   Section 702.1: Amend by deleting the term “International Fire Code” and inserting the term “Minnesota State Fire Code, as defined in Minnesota Rules Chapter 7511.”
      OO.   Section 702.2: Amend by deleting the term “International Fire Code” and inserting the term “Minnesota State Fire Code, as defined in Minnesota Rules Chapter 7511.”
      PP.   Section 702.3: Amend by deleting the term “International Building Code” and inserting the term “Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.”
      QQ.   Section 704.1: Amend by deleting the term “International Fire Code” and inserting the term “Minnesota State Fire Code, as defined in Minnesota Rules Chapter 7511” and “Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.”
      RR.   Section 704.1.2: Delete in its entirety.
      SS.   Section 704.2: Amend by deleting the terms “Group I-1 and” and replace the terms, “Section 704.2.1 through 704.2.3” with the term “Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.”
      TT.   Section 704.2.1: Amend by deleting the terms “I-1 and” and deleting terms “
      UU.   Section 704.2.1.1: Add the term “existing” before “Group R-1” and delete “all of the following locations in Group R-1” and replace with “in accordance with the Minnesota State Building Code, as defined in Minnesota Rule 1300.0020.” Delete paragraphs 1, 2, and 3.
      VV.   Section 704.2.1.2: Delete all references to R-4 and I-1.
      WW.   Section 704.2.1.3: Delete in its entirety.
      XX.   Section 704.2.1.4: Delete in its entirety.
      YY.   Section 704.2.4: Omit all references to Section 907 and the International Fire Code and replace with the term, “Minnesota State Fire Code, as defined in Minnesota Rules Chapter 7511.”
      ZZ.   Appendix A: Delete in its entirety.
