§ 4.03 BUILDING PERMITS REQUIRED.
   Subd. 1.   Unlawful removal. It is unlawful for any person to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure, or any part or portion thereof, including, but not limited to the plumbing, electrical, ventilating, heating or air conditioning systems therein, or cause the same to be done, without first obtaining a separate building or mechanical permit for each building, structure or mechanical components from the City Engineer.
   Subd. 2.   Exception. Repealed.

   Subd. 3.   Drawn to scale plot plans.
      A.   With each application for a building permit for the construction, placement or enlargement of a new or existing building or structure, and when required by the Planning Director or the Building Official for enforcement of any provisions of this subdivision, a plot plan of the lot upon which the proposed building or construction is to be done must be presented with the application for the building permit. The plot plan must be drawn to scale on a white sheet of paper, the paper to be an eight and one-half inch by 11-inch document unless otherwise required by the Planning Director or Building Official. The plot plan shall be neatly drafted. The Planning Director and/or Building Official shall have the right to reject any plan that does not meet the criteria of this subdivision and is not in a neat and presentable condition.
      B.   The plot plan required herein shall provide the following information:
         1.   Scale of drawing;
         2.   Legal description;
         3.   Dimensions of lot with an arrow showing the north direction;
         4.   Dimensions of front, rear and side yards;
         5.   Location and dimensions of all existing buildings on the lot;
         6.   Location and dimensions of proposed building or construction; and
         7.   Approximate dimensions of building setbacks for existing and proposed buildings.
      C.   The Planning Director and/or Building Official may require the owner of the property for which the building project is proposed to provide a certified survey of the property and establishment of lot lines by a certified surveyor where there exists reasonable uncertainty as to the location of the lot lines or shall otherwise be necessary for the enforcement of any of the provisions of this subdivision.

   Subd. 4.   Site plans.
      A.   Site plan required; exceptions.
         1.   With each application for a building permit, and when required by the Planning Director or Building Official for enforcement of any provisions of this subdivision, two sets of plans and specifications shall be submitted, together with four copies of an “as-built” site plan of the property, per city specifications for site plans. These site plans shall be based from an as-built certified survey of the property.
         2.   All certified surveys are to be prepared and signed by a certified surveyor and all plans and specifications and site plans shall be prepared and signed by a registered architect or a registered professional engineer duly qualified by registration, as required by M.S. § 326.02, as it may be amended from time to time. The following are exempted from the Site Plan Code.
            a.   Single-family residential dwellings;
            b.   Multi-family residential dwellings of three units or less;
            c.   Residential accessory buildings or other structures deemed so by the Building Official and/or Planning Director; and
            d.   Any building exempted by state statute.
      B.   Information required on site plans. Complete site plans, signed by a registered architect or professional engineer, are to include the following:
         1.   Name of project;
         2.   Name, address and telephone number of applicant, engineer, architect, surveyor and owner of record;
         3.   Legal description;
         4.   Date proposed, north arrow, engineering scale, number sheets and name drawer;
         5.   Vicinity map showing relationship of the development to surrounding streets, rights-of- way and the like;
         6.   Description of intended use of site, buildings, structures, including type of occupancy and occupancy load;
         7.   Tabulation box, indicating the following:
            a.   Size of parcel in acres and square feet;
            b.   Gross floor area of each building;
            c.   Percent of site covered by impervious surface;
            d.   Projected number of employees;
            e.   Number of seats if intended use is a restaurant or place of assembly;
            f.   Number of parking spaces required;
            g.   Number of parking spaces provided, including handicapped; and
            h.   Existing zoning and land use.
         8.   Property line dimensions, location of all existing and proposed structures with distance from boundaries, distance between structures, building dimensions and floor elevations within proposed site plan boundary and to a distance of 150 feet beyond;
         9.   Topographic data within the property to be subdivided and 100 feet beyond the property boundary, showing contours as follows; all areas of the proposed area with a slope greater than 25% must be clearly indicated:
            a.   Two-foot contours where slope is 7% or less;
            b.   Two-foot contours where slope is from 7% to 15%; and
            c.   Ten-foot intervals where slope is greater than 15%.
         10.   Grading, drainage and erosion control plan prepared by a registered professional engineer, showing the following:
            a.   Existing natural features, topography, wetlands, vegetation and the like;
            b.   Proposed grade elevation in the form of two-foot contours for all pervious and impervious areas to a distance of 150 feet beyond the property;
            c.   Location and floor elevation of all existing and proposed buildings on the site; and
            d.   The flood fringe/floodway line.
         11.   Utility plans prepared by a registered professional engineer consisting of the following:
            a.   Location, size and grades of all existing sanitary sewer, water main, hydrants and storm sewer on site or adjacent to for proposed connection;
            b.   Location of all existing gas mains, electric and phone cables, light poles, power boxes and the like;
            c.   Location, size, grades and materials for all proposed public sanitary sewer, water main, hydrants and storm sewer;
            d.   Supplemental calculations for trunk sanitary sewer and water main, if required by the City Engineer;
            e.   Supplemental storm sewer computation sheet verifying capacities and volumes for all pipe segments, if required by the City Engineer; and
            f.   Existing and proposed drainage and utility easements.
         12.   Street plans prepared by a registered professional engineer showing the following:
            a.   All existing and proposed points of ingress/egress;
            b.   Widths at property lines;
            c.   Turning radii abutting right-of-way;
            d.   Indicate center line, paving width, existing and proposed median and curb cuts and intersection of streets and driveways; and
            e.   Access alignment and grades.
         13.   Vehicular circulation system showing location and dimension for all driveways, parking spaces, parking lot aisles, service roads, loading areas, fire lanes, emergency access, if necessary, public and private streets, alleys, sidewalks, bike paths, direction of traffic flow and traffic control devices;
         14.   Landscape plan in accordance with the city code governing landscaping and green space;
         15.   Location, access and screening detail of trash enclosures;
         16.   Location and screening detail of roof top equipment;
         17.   Location and detail of signage;
         18.   Lighting location, style and mounting and light distribution plan; and
         19.   Project narrative.
      C.   Landscaping information.
         1.   Site plan locating and naming existing landscape material, including common botanical name, size and condition; and (The site plan should identify materials to be saved.)
         2.   Site plan indicating new landscaping materials, existing landscaping materials to be saved, including common botanical name, installation size and quantities and other physical improvements.
