All rates and charges for municipal utilities, including, but not by way of limitation, rates for service, permit fees, connection and meter reading fees, disconnection fees, reconnection fees including penalties for non-payment if any, shall be fixed, determined and amended by the Council by resolution, except as to electric, water, gas, power and steam which are regulated by the Board of Commissioners. The resolution, containing the effective date thereof, shall be kept on file and open to inspection in the office of the Secretary of the Board of Commissioners or the City Administrator, depending on jurisdiction, and uniformly enforced.
