Subd. 1. Nature of work. The City Administrator shall be a special assistant to the Mayor and Council of the city. In addition to his or her specific assignments of work enumerated below, the City Administrator shall perform special assignments of work as are given to him or her by the Mayor and the Council as a whole or any standing committee of the Council. In general, the City Administrator’s work will involve the factual and policy development of projects and matters broader in scope than those involving individual departments, boards or commissions; and in connection therewith, to establish and maintain proper liaison among the Mayor, Council, department heads, commissions, boards and other governmental units and interested civic organizations and groups.
Subd. 2. Authority. In general, the City Administrator shall act in an advisory and consulting capacity, but he or she shall exercise specific authority as the Mayor and Council may grant him or her, consistent with the Charter and City Code.
Subd. 3. Specific work assignments. The following specific duties and responsibilities are hereby assigned to the City Administrator:
A. Attendance at all meetings of the Council and meetings of standing committees of the Council;
B. Records and follows the progress of all matters assigned to the Mayor, standing committees of the Council, department heads, commissions, boards and others for study, recommendations and report;
C. Receives calls and inquiries from the public of a general nature and attempts to resolve such matters, whenever possible, without Mayor and Council involvement;
D. Arranges for and conducts meetings of department heads whenever necessary or desirable to promote better communications, cooperation and coordination among or between departments on matters of interdepartmental concern;
E. Perform day-to-day evaluation of the purpose, scope, cost, effectiveness and public benefit of all municipal functions;
F. Under the direction of the Mayor or Council prepare and present statements and reports to the press, radio and television on matters of general public interest and concern and develop programs for the maintenance and improvement of public information and relations; and
G. Supervise and coordinate the obligation for various federal grants as directed by the Council.
