The Council may adopt, by resolution, certain written rules of procedure to be followed in all meetings, administrative appeals and other hearings to be held before the Council or other bodies authorized to hold hearings and determine questions therein presented. The rules of procedure shall be effective 30 days after adoption and shall be for the purpose of establishing and maintaining order and decorum in the proceedings. If no such rules are adopted, Roberts Rules of Order, newly revised, shall be followed.
