No sewer tap permit shall be issued to any person, firm, or corporation except any person licensed by the state as a certified plumber, or any competent person who qualifies by furnishing the city satisfactory proof of their experience, equipment, and personnel. The city shall connect the building sewer to the main line and install the sewer up to the right-of-way line or property line. The permitee shall not excavate or install building sewers within the city right-of-way or easement.
