No person shall discharge or cause to be discharged, or make a connection to discharge or cause to be discharged to any sanitary sewer, either directly or indirectly, stormwater, surface water, ground water, roof runoff, subsurface drainage, or non-contact cooling water, unpolluted industrial process water, or other unpolluted waters.
