§ 51.003  INTERPRETATION.
   (A)   Severability. The invalidity of any section, clause, sentence, or provision of this chapter shall not affect the validity of any other part of this chapter, which can be given effect without the invalid part or parts.
   (B)   Compliance with state or federal requirements. All provisions of this chapter and limits set herein shall comply with any applicable state or federal requirements now, or projected to be, in effect.
   (C)   Applicable standards. Upon the promulgation of the national categorical pretreatment standards for a particular industrial user, the said standard, if more stringent than the limitations imposed under this chapter for sources in that category, shall, when effective, immediately supersede the limitations and conditions imposed under this chapter. State requirements and limitations on discharges apply in any case where they are more stringent than federal requirements or those contained in this chapter.
   (D)   Tenant responsibility. Where an owner of property leases premises to any other person as a tenant under any rental or lease agreement, if either the owner or the tenant is a user other than a domestic user, either or both may be held responsible for compliance with the provisions of this chapter.
