189.03 PAYMENT.

Such tax shall be paid to the Registrar of Motor Vehicles of the State or to a Deputy Registrar at the time application is made for registration of such motor vehicle under Ohio R.C. 4503.10. No Certificate of Registration nor numbered license plate shall be issued to any owner of a motor vehicle in the City for which such motor vehicle license tax has not been paid. (Ord. 1969-636.
