SECTION 21.03. EFFECT OF CHARTER UPON EXISTING LAWS AND RIGHTS.

The adoption of this Charter and any amendments to it shall not affect any then pre-existing rights of the City, or right or liability or pending suit or prosecution, either on behalf of or against the City or City official, or contract entered into by the City or for its benefit, or franchise granted by the City, or then pending proceedings for the authorization of public improvements or the levy of assessments for them. Except as a contrary intent appears herein, all actions of Council in effect on the effective date of this Charter and of any amendments to it, shall continue in effect until lawfully amended, superseded or repealed.
