SECTION 5.01. GENERAL PROVISIONS.
All departments and all department directors shall report to the Mayor. All divisions and division heads shall, as provided in this Charter or in the ordinances creating the divisions, report to the Mayor or to the applicable department director. With the approval of Council, the Mayor may establish new departments or divisions, and, with the exception of the departments established by this Charter and except as may otherwise be provided in this Charter, may combine or abolish departments and divisions. The Mayor may authorize one individual to head two or more departments or divisions.
