751.05 SALES ON PUBLIC GROUND .

   No person shall sell or distribute on streets, alleys, parks or other public grounds of the

City any goods, services, merchandise, food products or other articles except for the following:

   (a)   A person selling or distributing any products, goods, services, merchandise, food or other articles on behalf of any religious, civic, charitable, school, educational, athletic, veterans' organization, or other non-profit organization.

   (b)   A person selling goods, services, merchandise, food, products or other articles on public streets and sidewalks of the City during a street fair/festival approved by the Director of Public Safety or his/her designee, within the areas designated for the street fair/festival by the City and who is otherwise in compliance with all the terms, conditions and restrictions set forth in the rules and regulations for street fairs/festivals established by the City; or

   (c)   A person selling or distributing articles or products in the City as part of a retail sales route by which he or she regularly sells articles or products in the City not less frequently than one day in every six week period.
