108.03 COUNCIL RATIFICATION.

   All change orders in excess of five thousand dollars ($5,000) must be taken to Council for ratification and, if necessary, appropriation of funds. This five thousand dollars ($5,000) threshold can arise through one change order or a series of change orders which total five thousand dollars ($5,000). The signed change order is sufficient to initiate the work order prior to Council ratification where engineering justification is present or other pertinent contractual terms would warrant proceeding prior to Council action. Project change orders which do not total five thousand dollars ($5,000) do not require Council action but should be brought to the attention of the appropriate Council Committee overseeing the originating Department’s projects in order to keep them informed. The contractual overages in these instances will be reported to Council with the final appropriation ordinance for the year.
