City Supervisors and other management personnel shall be trained in the work-related impact of substance abuse issues to:
(a) Effectively and appropriately document reasonable suspicion cases;
(b) Implement disciplinary measures appropriately;
(1) Detecting the signs and behavior of employees whom may be using drugs or alcohol in violation of this policy.
(2) Intervening in situations that may involve violations of this policy.
(3) Recognizing the above activities as a direct job responsibility.
(c) Recognize symptoms of drug abuse, impairment and intoxication and to identify the elements of determination of reasonable suspicion.
(d) Understand the provisions of this policy, and the methods of the City's drug and alcohol testing procedures.
