173.06 SCOPE OF AUTHORITY.
The Board shall have the authority to:
(a) Affirm, reverse or modify, in whole or in part, any decision of the building official interpreting the provisions of the Code;
(b) Vary the application of any provision of the Code to any particular case when, in its collective opinion, enforcement thereof would do manifest injustice or would be contrary to the spirit and purpose of the Code or the public interest;
(c) Determine if any material or method of construction may be used, even if not specifically authorized by the Code or the public interest; and
(d) Determine whether any proposed rule of the building official supplements or aids in the interpretation of the requirements of the Code and is consistent with it, and to amend, modify, or nullify any such proposed rule.
