1105.06 STAFF REVIEW OF IMPROVEMENT PLANS, SPECIFICATIONS, AGREEMENTS, AND OTHER REQUIRED DOCUMENTS.
   (a)   Plans and documents submitted by the applicant shall be reviewed and approved by City Staff, as provided in these Regulations and as summarized in the table below, who shall jointly determine when these submittals are sufficiently complete to authorize recording of the final plat. All plans and documents shall comply with approvals and conditions of approval established by action of the Planning Commission and City Council under the preceding procedures of this Chapter, and shall be subject to the time constraints of 1105.04(e).
   (b)   Modification of Improvement Plans. If at any time before or during the construction of the required improvements it is demonstrated to the satisfaction of the Director of Engineering, Utilities, and Inspection that unforeseen conditions make it necessary or preferable to modify the location or design of such required improvements, the Director of Engineering, Utilities, and Inspection may authorize modifications upon written request from the applicant, provided the modifications are within the spirit and intent of the approved final plat and improvement plans and do not amount to the waiver or substantial alteration of the function of any improvement required by the Planning Commission or City Council. The Director of Engineering, Utilities, and Inspection shall issue authorization in writing.
