165.05 SERVICE OF COMPLAINT.

(a) Whenever the appropriate department head, or their designee, determines that there has been a violation of any of the Code sections referenced in Section 165.01(a), and the violator has not complied with Section 165.02(e), they may cause a complaint to be served upon the party or parties responsible therefore.

(b) Service - The complaint shall be served by a law enforcement officer upon the person who has committed the violation.

(c) If personal service upon the person who has committed the violation cannot be achieved, then the law enforcement officer shall request that the Clerk of Courts serve the complaint.
