955.34 PROPOSED DEVELOPMENT PLAN
(a) The site plan for any proposed development or improvement of any tract or parcel of land in the City shall be evaluated by the Tree Commission upon referral by the Planning Commission. The Director of Planning and Zoning or his/her designee and/or the City Arborist may inspect any site the consideration of which has been placed on the agenda of the Planning Commission and prior to any approval of preliminary and/or final site plan by Council. The Director of Planning and Zoning or his/her designee and/or the City Arborist may inspect a development at any time during development, redevelopment, renovation or razing thereafter.
(b) Any site plan submitted to the Planning Commission shall include the following:
(1) An accurate scale drawing, prepared by a certified arborist, landscape architect or person determined as qualified by the Director of Planning and Zoning and the City Arborist, drawn at an accurate scale, detailing curb cuts, utility installations, paving, grade changes, drainage improvements, existing trees, tree wells and proposed buildings and structures. The site plan shall include a full landscape plan that includes the following: plant species, plant sizes at installation, plant qualities, plant locations in relationship to the property and proposed building, plant ledger, installation specifications no less than as recommended by the American Nursery Association Planting Specifications, new tree installation and staking procedures.
(2) Approximate location, size, species and condition of all existing trees. Trees to be charted are (1) any living woody plant with needles or scale-type leaves that has a well defined stem or stems with a diameter of at least 6 inches (6") at four and one half feet (4 W) from the surface of the ground, (2) any living, self supporting woody plant that has a well defined stem or stems with a diameter of at least four inches (4") at four and one half feet (4 W) from the surface of the ground and (3) any woody self supporting plant that has a well-defined stem or stems which has been intentionally cultivated and established. Trees to be maintained shall be shown in blue. Trees to be removed shall be shown in red.
(3) Specification documents for:
A. Protection of existing trees during the development, redevelopment, renovation or razing;
B. Grade changes or other work within a tree's dripline;
C. Disposal of trees to be removed. All debris shall be discarded by the developer. The area shall be made safe prior to the end of each working day.
D. Any new planting and/or tree replacement, specifying the location, species, size and a completion date for the proposed work.
E. The items specified in the Developer's Plans as submitted and approved by the Planning Commission shall be included in the Developer's Performance Guarantee as required by Section 1107.07 of the Subdivision Regulations. Such performance guarantee shall cover the completion of all requirements under this Chapter.
F. A site inspection shall be performed by the City Arborist or representative of the Director of Planning and Zoning. The inspection costs shall be included in the City Engineer's Estimate of Costs and charged to Developer's Costs pursuant to Section 1107.07 of the Subdivision Regulations. Failure of a Developer to adhere and perform the specific requirements of this Section will not trigger any enforcement under Section 955.99. These requirements are subject to the Performance Guarantee and Insurance Provisions of Section 1101.09 of the Subdivision Regulations.
