955.06 OPERATION.
   (a)   The Tree Commission shall meet once a month and shall hold an organizational meeting in January of each year. During its annual organizational meeting, the Commission shall elect a Chairman and Vice-Chairman. A majority of the voting members shall constitute a quorum and any actions of the Tree Commission may be taken by the majority vote of the members present at the meeting at which the action is taken. The Mayor shall appoint a City employee as secretary to the Tree Commission who shall keep minutes of its meetings and file them with the Clerk of Council. A Special Meeting may be called by the Chairman, the Vice-Chairman, or by any two voting members.
   (b)   The Tree Commission shall be placed within the domain of the Parks & Recreation Department. The Department Head, Assistant Department Head or Manager shall serve in a non-elected, advisory role upon the request of the Commission and in the absence of the City Arborist.

   (c)   Absence of a Member of the Commission, without justifiable excuse as determined by a majority of the Commission, from three (3) consecutive meetings of the Commission, shall be grounds for removal of the member from the Commission.
