1109.07 LAND RESERVED FOR PUBLIC USE.
    (a)   Where a road, park, playground, school or other site for public use as shown on the Master Plan, or where deemed essential by the Planning Commission, is located in whole or in part in the proposed subdivision, the Commission shall request the dedication of such area within the subdivision. The applicant shall pay for only that portion of the cost of the public site that benefits his subdivision as determined by the Commission.
 
   (b)   The City may request, by resolution, a applicant to set aside, reserve or offer for sale, land for roads, parks, playgrounds, schools or other public uses shown upon a duly approved Master Plan for a period of six months after the application for approval of a preliminary plat, or for a longer period as may be mutually agreed, to allow the appropriate governmental body time to acquire such land.
 
   (c)   During such period no structure shall be erected, no trees or topsoil shall be removed or destroyed, no grading shall be done nor shall any land so reserved be put to any use whatsoever except on written approval of the Commission.
