1109.05 SIDEWALKS, WALKWAYS, BIKEWAYS AND GREENSPACE.
   (a)   Pedestrian and Bicycle Circulation. Subdivisions shall be designed to provide the easements and improvements deemed necessary by the Planning Commission for safe and convenient pedestrian and bicycle circulation within the subdivision and between the subdivision and surrounding areas.
 
   (b)   Sidewalks.  
      (1)   Sidewalks shall be provided on both sides of new subdivision roads and on any existing road on which the development faces, except that the Planning Commission and City Council may exempt subdivisions in the R-1 and R-2 zoning districts from this requirement with cause, such as incompatibility with abutting neighborhoods or the improbability of interconnection with other sidewalk systems..
      (2)   On local residential roads, sidewalks shall be located in the public right of way so the outer line of the sidewalk is approximately one foot from the property line.
      (3)   On corner lots each sidewalk shall be extended to the curb. Pedestrian ramps shall be provided at intersections and designed to comply with all federal, state, and local regulations..
      (4)   The minimum width of a sidewalk shall be five feet,
      (5)   Minimum thickness: Four inches of concrete, and six inches of concrete where crossed by driveways.
 
   (c)   Walkways. Where there are no sidewalks, the applicant shall provide pedestrian rights-of-way, outside of the road rights-of-way, consisting of not less than a five feet wide sidewalk built on a fifteen foot easement, to provide circulation or access to schools, playgrounds, shopping centers, transportation and other community facilities.
 
   (d)   Bikeways. Where there are no sidewalks, the applicant shall provide bicycle rights-of-way, outside of the road rights-of-way, consisting of not less than a ten feet wide pavement built on a twenty foot easement, to provide circulation or access to schools, playgrounds, shopping centers, transportation and other community facilities. Bikeways shall conform to the Engineering Construction Standards.
 
   (e)   Bikeways and walkways may be combined facilities.

   (f)    Greenspace. All new subdivisions and phases of existing subdivisions containing five (5) lots or more shall set aside at least fifteen percent (15%) of the total subdivision area in permanently protected greenspace. The following shall apply:
      (1)   All portions of the restricted greenspace in a subdivision and/or subdivision phase shall be preserved in their natural state, and/or designed and improved for the use and enjoyment of residents.
      (2)   Utilities and storm water management facilities may be located within the restricted greenspace provided that the areas are restored and improved in accordance with the development agreement.
      (3)   The following areas shall not be included within the restricted greenspace: private roads and public road rights-of-way; parking areas, access drives, driveways; required setbacks and minimum spacing between buildings, parking areas, and project boundaries or roads; private yards within private lots.
