1105.02 PRELIMINARY STEPS FOR MAJOR SUBDIVISION.   
   (a)   Required Staff Conference. Prior to submitting an application for a preliminary plat, the applicant shall participate in a pre-application conference with the Planning and Zoning Director and the Director of Engineering, Utilities, and Inspection. The purpose of the conference shall be to exchange preliminary information which may affect the design of the subdivision. The applicant shall provide a sketch plat describing the proposed subdivision and its layout, the area of land included, the types of uses and structures proposed, the anticipated road and utility connections, and other anticipated features of the subdivision.
   (b)   Optional Planning Commission Review of Sketch Plat. Subsequent to the Staff Conference, the applicant may submit to the Planning and Zoning Director a written request for sketch plat review by the Planning Commission. The applicant shall submit copies of the sketch plat not later than ten (10) business days prior to a regularly-scheduled meeting of the Commission. The Director shall transmit the written request and sketch to the Commission. The purpose of the review shall be to obtain informal, non-binding comments from the Commission regarding the sketch plat and issues to be addressed in the preliminary plat. The Planning Commission shall not make any formal or informal vote with regard to the sketch plat.
