1101.04 PURPOSES.

   The purposes of these Subdivision and Site Development Regulations include but are not limited to:

   (a)   Promoting and protecting the public health, safety, convenience, comfort, prosperity and general welfare of the City;

   (b)   Guiding and regulating the planning, subdividing and development of land in order to provide for the orderly development of the land to obtain harmonious and stable neighborhoods,

   (c)   Preventing and reducing pollution of air and water;

   (d)   Encouraging protection of the features and functions of the natural environment such as forested areas, wetlands, riparian areas, and other features and preventing undue damage thereof;

   (e)   Avoiding congestion of population;

   (f)   Promoting safe and convenient vehicular and pedestrian circulation, access of fire fighting apparatus and police vehicles;

   (g)   Promoting adequate and economical provisions for utilities and public services to conserve the public funds;

   (h)   Promoting ample public open spaces for schools, recreational and other public purposes;

   (i)   Requiring accurate surveying of land, preparing and recording of plats;

   (j)   Discouraging premature, uneconomical or scattered subdivisions;

   (k)   Coordinating land development in accordance with the Zoning Code, Master Plan and other plans of the City.
