952.01 PROGRAM FOR THE CITY TO ASSIST IN THE PIPING OF THE “DITCH” LINE IN THE RIGHT-OF-WAY OF A HOMEOWNER’S PROPERTY.
The City of Aurora will offer a voluntary program to the home owner of the community who wish to eliminate a storm water “ditch,” in the public right-of-way, by installing piping in the “ditch” and then covering the piping with soil in a rough grade.
(a) Procedure.
(1) A homeowner shall request the City, using a City supplied form, by submitting an application to have the “ditch line” on their property, which is located in the public right-of-way, “piped” and then covered with soil.
(2) The City shall review the application and inspect the homeowner’s site to determine if the piping of the ditch is appropriate. The City shall be the sole judge of the appropriateness of piping.
(3) If the piping is appropriate, the City shall inform the homeowner, in writing, of the cost of materials required for the project.
(4) If the homeowner’s agrees to the cost, the homeowner shall submit a check governing the cost to the City of Aurora.
(5) The City shall schedule the work to be done. The City shall be the sole judge of the sequence and scheduling of the project. The City shall obtain the pipe and proceed with the work when appropriate.
(6) City responsibility:
A. Make an application available to homeowner.
B. Review the application.
C. Inspect the application site and determine if the application and the site are appropriate for this program.
If piping ditch line is appropriate:
D. Develop material cost for the site. The number of linear feet times the City Yearly Bid Price for the required diameter of either Corrugated Polyethylene or Corrugated Metal shall be used by the City for pricing the piping to the homeowner. Example: assume 150 linear feet of 12' Corrugated Polyethylene is required. Also, assume the Bid Price is $2.63 per foot, the price shall be $394.50. The home owner shall have the option of accepting the City bid price or supplying the pipe themselves.
E. Inform homeowner of the cost.
F. Supply pipe (after paid for by homeowner).
G. Install pipe and other components.
H. Provide the equipment and labor at NO cost for the project.
I. Provide soil and cover the pipe and other components in a rough grade.
J. The City shall be responsible for the maintenance of this piping after the initial installation.
K. These LIMITED responsibilities are the complete effort that the City shall perform under this program.

(7) The Homeowner Responsibility:
A. Complete an application for the “piping” project.
B. Hold the City harmless on any damages to their property and harmless to any negative results of the work performed, there are NO CITY guarantees.
C. Submit a check for the total cost of materials.
D. Add topsoil, finish grading, fertilizer, grass seed, and mulch as necessary, so proper final grade elevation is achieved to provide positive stormwater drainage and effective soil erosion control.
