(n) The monument foundation shall be put in only by the City and the cost thereof as computed under (g) and (h) hereof shall be billed to and paid by the company installing such monument before it may be installed except that in the case of veterans whose markers are furnished by the U.S. Government, there will be no foundation charges for such veterans’ foundations. All foundation charges shall be computed and charged on the basis of the size of the base at the monument or marker.
(o) The appropriate City official or officials be and are hereby authorized to sell and convey to the Aurora V.F.W. grave sites within the Aurora Cemetery at the special rate of one hundred seventy-five dollars ($175.00) per grave site.
