927.19 ANTI-SCAVENGING.

   No person shall engage in scavenging or salvaging refuse set out by property owners or occupants for collection, whether such refuse is in containers or not; provided, however, that nothing herein shall prohibit any person from taking for his own personal use usable furniture, appliances, building materials or other like items, which are placed at a designated location for collection on the evening preceding collection and which are not in a garbage bag, or other closed container. Any person removing usable furniture, appliances, building materials or other like items, may do so only prior to 9:00 p.m. on the evening preceding collection day.
