923.03 CHARGES FOR MALFUNCTIONING METER; TAMPERING.
(a) When it is determined by Water Department Management, that a customer meter has malfunctioned resulting in either a over-read or under-read of the actual consumption, the customer’s usage for prior similarly timed quarters shall be determined, which then shall served as the basis for the current charges on the customer invoice.
(b) When it is determined by Water Department Management that a customer meter has been tampered with or a by-pass of the meter has occurred, the customer’s usage for prior similarly timed quarters shall be determined, which shall serve as the basis for initial charges to the customer. In addition a penalty of one hundred percent (100%) of the total charges shall be added to the invoice.
