901.01 PERMIT REQUIRED.
No person, firm or corporation shall make or cause to be made any connection to any water line or storm or sanitary sewer within the City involving excavation of any kind upon, through or under any portion of a street, road, sidewalk, tree lawn or other public property within the City, or for any other purpose make or cause to be made any opening or excavation in any public road, street or sidewalk or upon any portion of a tree lawn or any other public property within the City unless and until a permit therefor has first been secured from the Municipality.
