672.14 POINTING AND DISCHARGING FIREARMS; PERMIT AND FEE.
   (a)   No person shall discharge any firearm within the City limits without first obtaining a permit from the Police Department. The fee for such permit shall be five dollars ($5.00) per person except that clubs, organizations, turkey shoots and recreational parks shall pay one annual fee of fifty dollars ($50.00) which shall cover all its members, guests and invitees for the calendar year while shooting on land owned or leased for that purpose during the year for which the permit is issued. Property owners and lessees are required to obtain a permit from the Police Department but there shall be no charge.
      (1)   It shall be prima facie evidence that a person is attempting to discharge a firearm in violation of this section if a person is not on the property for which he has valid discharge permit and is in possession of a firearm which is either loaded, or for which ammunition is readily at hand.
   (b)   Whoever violates subsection (a) hereof is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
