606.14 OBSTRUCTING OFFICIAL BUSINESS/OBSCURING OR DEFACING OFFICIAL POSTINGS.
   (a)   No person, without privilege to do so and with purpose to prevent, obstruct or delay the performance by a public official of any authorized act within his official capacity, shall deface, or otherwise cause a public posting to be obscured so that the public’s ability to review that posting is significantly impaired.
   (b)   No person, without privilege to do so and with purpose to prevent, obstruct or delay the performance by a public official of any authorized act within his official capacity, shall do any other act which hampers or impedes a public official in the performance of his lawful duties.
   (c)   No person, without privilege to do so, and without written permission obtained from the City, shall post any information and/or material on any City owned and/or City controlled property.
   (d)   Whoever violates subsection (b) of this section is guilty of obstructing official business, a misdemeanor of the second degree. Punishment shall be as provided in Section 698.02.
   (e)   Whoever violates subsection (a) of this section is guilty of obscuring or defacing official postings, a minor misdemeanor. Whoever violates subsection (a) of this section, having been previously convicted of a violation of any portion of this section, shall be guilty of a misdemeanor of the second degree. Punishment shall be as provided in Section 698.02.
