(A) Whether refuse is collected therefrom or not, each tenant, occupant or owner in possession of premises within the corporate limits of the city shall pay to the city refuse fees as the Council shall by resolution hereafter provide. Refuse bills shall be consolidated with water bills and shall be subject to the applicable provisions of §§ 51.12 and 51.13 of this code of ordinances for purposes of billing, delinquency and establishment of liens; however, discontinuance of service cannot be utilized in an attempt to collect a delinquent garbage disposal bill.

(B) Rates for 2020:
(1) Service with toter. Residential or business establishments shall be charged for each residential unit or business establishment $11.95 per month for one toter, one pickup each week plus $3.15 for each additional toter. Each additional weekly pickup is an additional $8.70 per month plus $3.15 for each additional toter picked up.
(2) Service with 2-yard containers. Customers utilizing 2-yard containers shall be charged $43.51 per month for each pickup per week, plus $9.78 per month container rental.
(3) Bills not paid by the tenth of the month, following billing, will be subject to the above rates plus a 10% service charge.
(C) Rates for 2021:
(1) Service with toter. Residential or business establishments shall be charged for each residential unit or business establishment $12.50 per month for one toter, one pickup each week plus $3.30 for each additional toter. Each additional weekly pickup is an additional $9.10 per month plus $3.30 for each additional toter picked up.
(2) Service with 2-yard containers. Customers utilizing 2-yard containers shall be charged $45.50 per month for each pickup per week, plus $10.25 per month container rental.
(3) Bills not paid by the tenth of the month, following billing, will be subject to the above rates plus a 10% service charge.
(D) Service at the old landfill. To accommodate city residents with items which are not collected from residences or commercial pickup points, the cit provides a roll-off container at the old landfill at the following rates.
