§ 51.12  DELINQUENT BILLS.
   (A)   Domestic subscriber. A domestic subscriber does not include municipalities, cities, villages, political subdivisions, companies, corporations, partnerships or businesses of any nature. Bills of domestic subscribers which are delinquent shall be subject to the collection and discontinuance of service provisions provided by the statutes of the State of Nebraska, including Neb. RS 70-1601 through 70-1615, as amended.
   (B)   Non-domestic subscriber. A non-domestic subscriber shall include municipalities, cities, villages, political subdivisions, companies, corporations, partnerships and businesses of any nature. Upon being deemed to be delinquent, the City Clerk-Treasurer shall give a written notice of the delinquency to a non-domestic subscriber and shall demand payment immediately. In the event that the bill is not paid within seven days after the sending of the notice, it shall be discretionary with the Water Commissioner to cut off service at any time.
   (C)   Disconnects. The Water Commissioner shall assess an additional fee as set by resolution of the Council in the event that water is shut off for the nonpayment of any water bill, to compensate the city for the additional hook-up necessary to again provide water service to the delinquent customer.
