(A) Any person who shall pursue the business of transient merchant in the city without first obtaining a license to do so, any and all persons violating any provision of this chapter shall, upon conviction, be fined as provided by § 10.99.
(B) The provisions of this chapter as to payment of fees for a transient merchant shall not apply to individuals holding ve-terans' permits.
