(A) Any person violating the provisions of this subchapter shall, within 15 days after notification of such violation by the enforcement authority, remove or cause to be removed any junk or rub bish or have the same placed in an adequate enclosure or building, and in the event of failure he shall be deemed guilty of violating the provisions of this subchapter.
(B) Such notification as is hereinabove provided shall be served upon the owner or the tenant if there is such, by the enforcement authority.
(C) The fact that such premises are rented or leased by the owner or another party shall not relieve such owner from the responsibilities herein created.
