§ 77.02 OPERATIONS AND LIMITATIONS.
   (A)   Motorized carts may only be operated within the corporate limits of Aurora by:
      (1)   An individual that holds a valid driver's license; or
      (2)   An individual that is at least 16 years and 180 days of age and holds either:
         (a)   An identification card issued under IC 9-24-16; or
         (b)   A photo exempt identification card issued under IC 9-24-16.5.
   (B)   No person shall be permitted to operate a motorized cart on any public street within the corporate limits of the city unless authorized to do so under divisions (A)(1) or (A)(2) of this section.
   (C)   No person whose driving privileges are suspended shall be permitted to operate a motorized cart on any public street within the corporate limits of the city.
   (D)   A person may not register a motorized cart or operate a motorized cart on a public highway in Aurora if financial responsibility is not in effect with respect to the motorized cart in accordance with § 77.05.
   (E)   All operators of motorized carts shall abide by all traffic regulations applicable to vehicular traffic.
   (F)   Motorized carts shall not be operated on sidewalks or in city parks other than in parking areas or recognized vehicle traffic areas.
   (G)   Motorized carts shall be operated only if such carts are equipped with functional headlights, taillights, brake lights, and turn signals.
   (H)   Motorized carts may not traverse streets and highways under the jurisdiction of the Indiana Department of Transportation.
   (I)   These streets include:
      (1)   U.S. 50 / Green Boulevard;
      (2)   S.R. 56 / Decatur Street / Judiciary Street / Water Street;
      (3)   S.R. 148 / Sunnyside Avenue; or
      (4)   S.R. 350.
   (J)   The operation of a motorized cart upon authorized streets in compliance with this chapter and all other applicable traffic laws and regulations is permitted between the hours of 7:00 a.m. and 11:00 p.m., local time.
   (K)   All persons who operate or ride motorized carts on city streets do so at their own peril. Aurora assumes no liability for the operation of golf carts within the city based upon this chapter.
