§ 71.14 IMPROPER PASSING; DRIVING LEFT OF CENTER.
   A vehicle shall be driven only in the correct direction on the right half of the road and shall not pass another vehicle traveling in the same direction or be left of center unless:
   (A)   The right half of the road is closed for an emergency or for repairs; or
   (B)   The road has three or more marked lanes (including a turning lane).
