Meter deposits, refunding of deposits, billing of monthly service; due date for payment; service charges; tap-in fees, setting off of unpaid bills against refunds of meter deposits, refunds due to mistakes in billing or meter reading, applications for service, service connections, inside piping and service lines, customer's responsibilities, equipment or location permits, notice of change of address by customers, rules pertaining to city utility property and the protection thereof, installation of meters, meter reading, access to customer's premises, termination of customer's gas service, the liability of the city utility, delays due to strikes, use of night depository and job work orders, and other such matters shall be governed by the Utility Rules and Regulations in effect at the time, copies of which are on file with the utility.
