§ 51.05 SPECIAL RATES AND CHARGES; GAS SERVICE TO CITY.
   No free service of the gas utility shall be furnished to any person, firm, organization or corporation, public or private, and all rates and charges shall be non-discriminatory, provided that the Common Council reserves the right to impose special rates and charges in cases where particular circumstances render the regular rates inadequate or unjust. For gas service rendered to the city, regular rates therefor shall be charged against the city, and payment made from the funds thereof to the Gas Utility Fund.
