(A) The provisions of § 110.35 shall not apply to:
(1) Any natural person soliciting or peddling for, or selling tickets for, any approved religious, charitable, school, educational, veteran, or character building organization; or
(2) Fraternal organizations having established local chapters;
(B) All such persons referred to in divisions (A)(1) and (A)(2) above shall register with the City Clerk or the City Police Department and obtain a permit, at no cost, before proceeding with such solicitation.
