It shall be unlawful for any person or persons to conduct any public dance in any building, house, hall, room, area, place or premise, unless the building, house, hall, room, area, place or premise shall:
(A) Be in a clean, healthful and safe condition, well-lighted and free from obstructions;
(B) Be connected with adequate toilet facilities, readily accessible to all patrons; and
(C) Have at least one exit, in addition to the main entrance therefor, above which shall be placed a sign, which shall be lighted at all hours, exhibiting the word “EXIT” in letters at least four inches in height.
