All registered pit bulls shall be spayed or neutered, at the owner’s expense, and shall present to the City Clerk written proof from a licensed veterinarian that this sterilization has been performed. This evidence shall be presented to the City Clerk within the later of two months from the effective date of this subchapter or seven months after the birth of the pit bull.
