All registered pit bulls shall have an identifying microchip inserted beneath its skin by a licensed veterinarian, at the owner’s expense, within two months of the effective date of this subchapter and shall present to the City Clerk written proof from a licensed veterinarian that this has been done. The City Clerk shall maintain a file containing the registration numbers and names of the pit bulls and the names and addresses of the owners. The owners shall notify the City Clerk of any change of address.
