(A) The owner or keeper of every dog or cat shall be responsible for the removal of any excreta deposited on public walks, recreation area or private property by his or her dog or cat, or deposited as a result of the owner’s cleaning of a dog or cat cage, pen or other dog or cat facility.
(B) The owner or keeper of every dog or cat shall be responsible for the removal of any trash or garbage that is scattered or removed from its rightful place by his or her dog or cat.
