Any animal suspected of being afflicted with rabies and which has bitten any person and caused an abrasion of the skin of the person shall be seized by the city police and impounded under the supervision of a licensed veterinarian or a representative of the Board of Public Health for a period of not less than ten days. If, upon examination by a veterinarian, the animal is found to exhibit no clinical signs of rabies at the end of the impoundment, the animal may be released to the owner or, in the case of a stray, it shall be disposed of in accordance with applicable law. Any animal which has bitten any person shall be confined by the owner or other responsible person for a period of at least ten days, at which time the animal shall be examined by a licensed veterinarian and if, no signs of rabies are then observed by the veterinarian, then the animal may be released from confinement. It shall be unlawful for any person who owns, keeps or harbors any animal that has bitten any person to fail, neglect or refuse to confine the animal or to submit the animal to confinement as hereinabove provided.
